Meaty Mozzarella Stuffed Peppers
These stuffed peppers combine a tomato-rich beef filling with melted mozzarella. Partially baking the pepper shells solves the common problem of tender filling inside still-crunchy peppers, and a thermometer provides a reliable doneness check.

Method
- Heat oven to 375°F. Arrange peppers cut-side up in the dish with 1/4 cup water. Cover with foil and bake 15 minutes.
- Meanwhile, heat oil in a skillet over medium-high. Brown beef and onion for 6–8 minutes, breaking up the meat. Cook until beef reaches 160°F. Add garlic, seasoning, salt, and pepper for 30 seconds.
- Stir in rice, tomatoes, and 1/2 cup mozzarella. Simmer 2 minutes; the filling should be moist but not soupy.
- Drain water from the dish. Divide filling among peppers and cover. Bake 15 minutes. Uncover, add remaining mozzarella, and bake 5–8 minutes until bubbling and the pepper yields easily to a knife. Finish with parsley.
Balancing shell and filling
Choose peppers that sit steadily when halved. The covered first bake steams their firm walls without drying the edges. Cooked rice absorbs tomato juices and keeps the beef mixture cohesive; uncooked rice is unsuitable because this recipe does not contain enough liquid or time to hydrate it. Low-moisture mozzarella melts without flooding the cavities.
Problems and practical fixes
If filling looks wet after tomatoes are added, simmer uncovered before stuffing. A watery baking dish often comes from undrained peppers; tip out their steaming liquid before refilling. If the cheese browns before the shells soften, cover loosely and continue for 5 minutes. Ground turkey may replace beef, but it must reach 165°F in the skillet. Quinoa can replace the cooked rice measure for measure.
Serving and storage
Serve one half per person with a green salad or roasted broccoli. Cool leftovers promptly and refrigerate covered for up to 4 days. Reheat at 350°F until the center reaches 165°F, adding a spoonful of water to the dish. Freeze baked, cooled peppers for up to 2 months; thaw overnight before reheating.
To prepare ahead, cook the filling and par-bake the shells, then refrigerate them separately for one day. Fill only when ready to bake so tomato juices do not soften the peppers prematurely. Add roughly 10 minutes to the covered bake when both components begin refrigerator-cold.
