Crispy Beef Tortilla Pizzas

Crispy beef tortilla pizzas layer seasoned ground beef, refried beans, tomato sauce, vegetables, and cheese between baked flour tortillas. They are inspired by the general idea of a layered Mexican-style pizza without copying a restaurant name or formula. The recipe makes four individual pizzas on two rimmed sheet pans.

  • 8 ounces 93% lean ground beef
  • 1 teaspoon chili powder
  • 1/2 teaspoon ground cumin
  • 1/2 teaspoon garlic powder
  • 1/4 teaspoon fine salt
  • 1/4 cup water
  • 1 cup canned fat-free refried beans
  • 1/2 cup plain tomato sauce
  • 1 cup shredded reduced-fat Mexican-style cheese blend
  • 1 medium Roma tomato, seeded and diced
  • 3 scallions, thinly sliced

Equipment

  • Two rimmed half-sheet pans
  • 10-inch nonstick skillet
  • Small saucepan or microwave-safe bowl
  • Instant-read thermometer and pizza cutter

Instructions

  1. Heat the oven to 400°F. Arrange four tortillas on each sheet pan and coat their tops lightly with cooking spray.
  2. Bake for 4 minutes, turn, and bake 3 to 4 minutes more, until crisp but not deeply browned. Remove from the oven.
  3. Cook the ground beef in the skillet over medium heat, breaking it into small pieces. Add chili powder, cumin, garlic powder, salt, and water. Cook until the beef reaches 160°F and the water has evaporated.
  4. Warm the refried beans until spreadable. Place four crisp tortillas on one pan. Spread each with 1/4 cup beans and divide the beef evenly over them.
  5. Top each with another tortilla. Spread 2 tablespoons tomato sauce over each top and add 1/4 cup cheese.
  6. Bake for 5 to 7 minutes, until the cheese melts and the pizzas are hot. Add diced tomato and scallions.
  7. Let stand for 2 minutes, cut each into quarters, and serve one pizza per portion.

Preparation Notes

Seed the tomato so excess liquid does not soften the crisp tortilla. Do not stack tortillas during the first bake. Ground beef must reach 160°F; color alone is not a reliable safety check.

Warm beans spread without cracking the tortilla. Keep the measured filling away from the edge so it does not spill onto the pan. The brief rest makes the layers easier to cut.

Substitutions

Ground turkey can replace beef only if cooked to 165°F. Black refried beans can replace pinto refried beans in the same amount. Corn tortillas are smaller and more brittle and are not a direct size-for-size substitute in this layered method.

Serving and Scaling

Finish all four pizzas before cutting so the measured beef, beans, sauce, and cheese remain evenly distributed. If one pizza is assembled with noticeably more filling, the portions and later calculation will no longer match. Keep toppings in separate bowls until the pizzas leave the oven so the tomato and scallions stay fresh.

To cook for more people, prepare a second measured batch rather than overcrowding the two pans. Crowded tortillas trap steam and do not crisp evenly. Optional salsa, yogurt, avocado, or hot sauce is not included in the formula.

Storage

Refrigerate leftovers within two hours at 40°F or below and use within three to four days. Reheat to 165°F on a sheet pan; microwave reheating softens the tortillas. Do not store added tomato on the pizzas if crispness is important.
